This PR updates a third-party binaries signing configuration by reorganizing and consolidating binary patterns for better maintainability.

• Adds Azure service-specific binary patterns (AppService, Functions, WebJobs)
• Consolidates OpenTelemetry instrumentation binaries using wildcards
• Removes executable patterns (t32.exe, t64.exe, w32.exe, w64.exe)
